Climate scientists are asserting a huge problem in the effort to reduce carbon emissions: “Government estimates of carbon dioxide, methane and other heat-trapping gases” are far too optimistic.

Bloomberg Markets (January) says industry estimates its carbon output based on inputs, such as how much coal is burned, rather than measuring actual emissions.

And governments duplicate that, basing estimates on, say, the number of cars. “Dozens of researchers say … that greenhouse gases measured in the atmosphere can be double what companies and nations estimate on the ground.”
