A multi-million pound deal to deploy Scottish energy-from-waste technology in China has been hailed by the Chinese vice-premier as further evidence of a "flourishing" green technology exchange between the two countries.

The licensing agreement was announced yesterday as Li Keqiang began a four-day state visit that will incorporate talks on future co-operation between Scotland and China's renewable and low carbon energy industries and inspection of a Pelamis wave power device.

The visit kicked off with the announcement Scottish gasification company W2E Engineering Ltd has signed a licensing and manufacturing agreement to provide Shanghai Huanuan Boiler and Vessel Co/Cochran (SHBV) worth a minimum of $60m a year for the next 10 years.

SHBV will use W2E Engineering's technology to build a new facility converting domestic waste into energy in China, while research and development, engineering and project management for the partnership will be based in Annan, Dumfriesshire.

A number of Scottish energy companies, including consultants Sgurr Energy, have entered the Chinese market, and First Minister Alex Salmond hailed yesterday's deal as further evidence of Scotland's renewable energy industry forging closer links with the world's largest market.

"China already has the largest deployment of on-shore renewable technology, and Scotland is a world-leader in pioneering the technology and application of clean, green energy," he said. "This announcement is another positive step forward in strengthening Sino-Scottish links and confirming Scotland's reputation as a global leader in the development of renewable energy."

Li similarly complimented Scotland, which is already generating more than a quarter of its electricity from renewables, for leading the world in green energy and praised the country's new China Strategy, which he said would enhance the "great potential" for economic and technical exchanges.

A giant panda at Edinburgh zoo will also become a goodwill ambassador for friendship between the two countries, he added.

Britain is the last leg of Li's three-nation Europe tour, which has already taken him to Spain and Germany.

Today, he will travel to Downing Street for talks with David Cameron, who was in China two months ago, as well as George Osborne, Nick Clegg and foreign minister William Hague.
