In a setback to the Municipal Corporation of Chandigarh, legal experts have shot down its proposal to apply for certified emission reduction credits (CER). The civic body was contemplating applying to the United Nations Frame Work Convention on Climate Change for CERs and had sought legal opinion on the issue.
The municipal body, though, has signed an agreement with JP Associates, which is managing a garbage processing plant, under which the right to apply for CERs lies with JP Associates. The agreement states: “The proposed municipal solid waste processing plant will mitigate the emission of green house gases by avoiding the generation of methane from processed MSW in the dumpyard and reduce carbon emissions through substitution of RDF fuel in the boiler in place of coal. Both these activities may be eligible for benefit of CERs under the Clean Development Mechanism of the Kyoto Protocol. The company will be the sole beneficiary of such carbon credits.”
