The Europe Union's steel industry body Eurofer said on Thursday it had started legal action to overturn the methodology for including the sector in the EU's carbon market.
Eurofer said the future benchmark set for steel in the Emissions Trading Scheme (ETS) was technically unachievable.
"Nowhere in the world is a steelworks that could operate its plants at the level of this benchmark," said Eurofer director general Gordon Moffat in a statement.
Eurofer said it had launched its legal action in the European Court of Justice, the highest in the European Union.
