A PROGRAMME of home energy refurbishment could create 20,000 new jobs in Wales, according to a recent report.
'Cutting carbon, creating jobs?' is based on research by Dr Calvin Jones of Cardiff University and offers practical measures for the Assembly Government to tackle climate change and boost employment.
Commissioned by Stop Climate Chaos Cymru, it suggests carbon emissions of homes could be cut by 60% if changes are made to 400,000 homes in Wales, reducing fuel bills in the process.
The report also considers tackling road congestion, promoting green transport and improving people's health.
Dr Jones said: "This is a major scheme that needs considerable investment, but it is affordable with private sector involvement. And the return on the investment, with 20,000 jobs created and billions of pounds injected into the Welsh economy, would be very significant."
