Julia Gillard has guaranteed carbon trading in Australia will be “shyster” proof, amid warnings the carbon offsets system could be rorted by organised crime gangs.

The Prime Minister said Australia would not repeat the mistakes that had exposed European carbon registries to multi-million fraud.

“We’ll have our own scheme. And we’ve learnt the lessons from emissions trading schemes overseas,” Ms Gillard said.

“We won’t be importing any of the problems that other emissions trading schemes have had.

“We will design this scheme so that it is not able to be used by shysters to make a dollar.”

The Australian revealed today that a detailed risk assessment has been ordered of Australian carbon registries following a spate of overseas scams.

The Department of Climate Change said overseas rorts “highlight the potential threats to climate change registries in Australia and the need for effective security and anti-fraud measures”.

The Australian Crime Commission, in its latest assessment of organised crime risks, also warned of the risks posed by the carbon trading.

“There are opportunities for organised crime groups to capitalise on shortages of critical resources and exploit complex financial processes designed to offset carbon production,” the ACC warned.
