A new draft agreement circulating on the final day of negotiations at the climate talks in Copenhagen doesn't specify any carbon emissions reductions targets, a person familiar with the document told the Wall Street Journal Friday.
The draft says the parties support a goal of mobilizing jointly $100 billion a year by 2020 to address the climate change needs of developing countries. It said the funding would come from a variety of sources: public and private, bilateral and multilateral, including alternative sources of finance.
The text also recognizes the scientific view that the increase in global temperature ought not to exceed 2 degrees Celsius compared with pre-industrial levels.
